The Bill (Reg. No. 4109) harmonizes certain provisions of the Laws "On Social Housing Stock" and "On the Principles of Social Security of Homeless Citizens and Children" to clearly determine the subjects entitled to social services of special institutions. Thus, it substitutes the terms "poor", "a specialized center for the poor and the homeless" and "a temporary center for the adults" for the terms "homeless", "a night´s stay center", "a re-integration center" and "a social hotel".
The Committee members drew attention to the fact that according to the effective legislation, the poverty line is an estimated value. The normative legal documents usually use the terms "low-income" and "homeless", the term "poor" not being used.
